About the arts infrastructure schemes
The National Arts Council provides subsidised arts spaces for artists and arts groups across Singapore, helping to reduce operating overheads and support a thriving arts ecosystem. The Framework for Arts Spaces was introduced in 2010 to address the evolving needs of a growing, diverse arts sector.
Framework for arts spaces

The Framework encompasses three schemes aimed at supporting a wide range of artists and arts groups, each with their own unique financial and logistical needs
Incubation scheme: For early-stage artists and arts groups developing their practice
Scheme for developing artists and arts groups: For those growing their programming and artistic output
Arts centre scheme: For established organisations requiring larger, more permanent spaces
Tenants pay subsidised rental rates set by the NAC. A portion of rental contributions goes into a sinking fund to cover building maintenance costs.
Community / Sports Facilities Scheme
The Community / Sports Facilities Scheme (CSFS) is an Urban Redevelopment Authority initiative that co-locates non-profit community users — including arts organisations — within accessible commercial developments. The National Arts Council has supported arts groups at Bugis+, One Holland Village, Funan Mall, Northpoint City, and Orchard Central.
