Open Call for Public Art Commissions


The Public Art Trust (PAT) is seeking proposals for up to 10 public artworks to respond to the following commissioning objectives:


  1. Demonstrate how art can turn obstacles into inspiration and inspire others to follow suit;
  2. Imagine Singapore’s position in a post-COVID world, where numerous opportunities and vulnerabilities abound. 


The artworks will be presented at various public parks from March to September 2022. Click here to view artworks presented in the previous edition of the commission in 2021.

Please read the Open Call brief below for more information and submit your proposal via FormSG with the following documents: 


  • Completed application form
  • Budget form (please use document provided)
  • A proposal, not more than 6 A4 pages or 15 PowerPoint slides in pdf


A briefing will be conducted on Zoom on Friday, 12 November, 5pm-6pm. To reserve a slot, please email with your name, number of attendees and contact number by Monday, 8 November 2021. Attendance is optional but strongly encouraged.


Successful applicants may receive a budget of up to $25,000 per artwork to cover necessary project-related expenses and artist fees. 


The Open Call for proposals will close 5pm on Friday, 19 November 2021.


As You Were


The pandemic has upset social interactions as connections are taken over by limited and limiting virtual greetings that has changed the fundamental language of personal communication as we know it. This period witnessed the rise of collective anxiety and vulnerability with many grappling to manage their Selves.


However, the hiatus prompted time for reflection, resets and realigned ways of thinking as nations begin to rebuild. Besides re-evaluating priorities, society experienced a shift in their connection to nature, stimulating a greater sense of mental health and wellbeing, sense of identity and spirituality. Beneath the quiet calm in a season of nervous silence, emerged ever stronger signs of hope and solidarity. A sense of, and a desire for togetherness.


As You Were is a series of public art installations in the parks that stem from two main motivations – rekindled ideals of self-rediscovery sparked from challenges presented by the pandemic and, of future aspirations beyond the era of the pandemic. These engaging installations should respond to the ideas of hope, recovery and transformation, with the aim to showcase visual dialogues that are both inward and onward looking. The moment of togetherness curated as creative interventions to three primary spaces – Punggol Waterway, Jurong Lake Gardens and Bishan-Ang Mo Kio Park, should echo the artists’ contemplations amid the lush greenery to engage and elevate the spirits of visitors. 


As You Were hopes to enliven the daily routines of people in multiple boroughs. It is a symbolic affirmation amidst the challenge that the world continues to endure, to see value in the positive.
