ABOUT THE SINGAPORE-FRANCE ARTIST-IN-RESIDENCY PROGRAMME
The Artist-in-Residency Programme (“Programme”) seeks to promote and encourage the development of exchanges between artists from Singapore and France, and cooperative activities in the fields of arts and culture. The Programme will support
the creation of bilateral residencies by arts and culture organisations over the next five years, in the fields of visual, literary and performing arts. It aims to welcome artists and art professionals from both countries to conduct research and/or
create artworks for periods of up to 6 months in France and in Singapore through a reliable host organisation in the two countries. In order to extend their public impact, the residencies should ideally take place during major artistic events and
festivals in both Singapore and France.
The National Arts Council and the Embassy of France in Singapore (supported by Institut Français Paris) wish to work together on the elements listed hereafter:
- Identify host organisations in Singapore and in France that welcome artist-in-residence following guidelines established together by the National Arts Council and the Embassy of France in Singapore;
- Provide host organisations with funding to accept artist-in-residence from Singapore and France.
FOR HOST ORGANISATIONS
Arts and culture organisations in Singapore and France that run residency programmes are invited to apply. Proposals will be jointly assessed by representatives of the National Arts Council and the Embassy of France.
The proposal should include plans to establish a cross-residency programme between the two countries. Existing residency programmes that are keen to start similar cross-residency programmes are also welcome to apply. Besides space and funding, guidance and support should be offered to the artist-in-residence, and an evaluation will be conducted by the host organisations at the end of the residency.
Joint proposals submitted by a French and a Singaporean host organisations are strongly encouraged. In the proposal, the emphasis shall be placed on the coordination between the two organisations (timeline of the respective calls for applications, mentoring of residents, meeting opportunities both in France and Singapore for selected residents).
In this cycle, the residency programme should be completed in 2024.
FUNDING
Host organisations will receive a grant of up to SGD 10,000 or Eur10,000 covering:
- Placement of one resident artist per residency
- The artist-in-residence’s allowance, return international travel, accommodation, and administrative costs associated with the residency.
The NAC and Embassy of France reserves the right to withdraw or withhold funding in part or in full, if any of the deliverables/conditions are not met.
OPEN CALL FOR PROPOSALS
We are accepting proposals from now until the close of this Open Call on 31 October 2023, 11:59 PM (Singapore time: GMT+8). The Artist-in-Residency programme should be completed in 2024. The selection of host organisations would be announced in December 2023.
Depending on the interest expressed by relevant organisations, one or several open calls for visual arts, literary arts and/or performing arts would be conducted by selected host organisations for residencies taking place in 2023/24.

ELIGIBILITY
This programme is open to arts and culture organisations in Singapore and France that run residency programmes in the fields of literature, visual arts, theatre, dance, music and multi-disciplines.

ASSESSMENT
Applications by organisations will be guided by the following criteria:
- The organisation’s track record and potential in conducting a successful residency programme
- The approaches and methods outlined in the proposal possess strong artistic merit and alignment to the objectives of this programme.
- Demonstration of good project management through the proposal – budget, timeline and feasibility of plans
TERMS AND CONDITIONS
By submission of the application and proposal, the applicant agrees to all the abovementioned guidelines as well as the following terms and conditions:
- The NAC and Embassy of France (“funders”) reserve the right to record part of the proceedings of the residency and related activities for broadcast and/or promotional purposes. The funders retain all rights to the recorded materials.
- Any applicant who knowingly gives inaccurate or misleading information will be disqualified.
- In any case of disputes, the funders’ decision shall be final and no appeal will be entertained.
