National Arts Council and People’s Association Sign MOU

 

Fostering Greater Arts Engagement in the Community

 

The National Arts Council (NAC) and People’s Association (PA) entered into a Memorandum of Understanding (MOU) yesterday to jointly develop community talents, grow arts interest groups and create platforms for community engagement, to achieve greater community bonding and social cohesion through the integration of arts into the life of the community.  Mr Lee Suan Hiang, Chief Executive Officer of NAC and Mr Tan Boon Huat, Chief Executive Director of PA inked the MOU at a ceremony held at The Arts House.

 

With the formation of this synergistic strategic partnership, both parties aim to encourage public participation in the arts while achieving community bonding through these creative arts activities. The PA-NAC MOU will be effective for two years from 31 October 2006.

 

Under the agreed collaboration framework, both parties will work towards increasingcommunity engagement in the arts through the PA’s extensive network with the Community Clubs (CCs) and grassroots organisations. Both parties will join hands indeveloping the artistic capabilities and potential of CC-based arts groups. They will also facilitate the formation of arts interest groups in the community by connecting school-based arts groups with professional artists and arts groups with the CCs.

 

Existing Community Development Council (CDC) arts programmes will also be developed into distinctive District Arts Festivals which provide a valuable platform for the local artistic talent in the community. The first District Arts Festival will be presented by the North West CDC from 26 November to 31 December 2006. This Festival features a range of arts and ethnic cultural programmes and involves arts groups from local schools and CCs. At the national level, the NAC aims to collaborate with the PA to offer local talent more performing opportunities at major arts events. Areas of collaboration under the MOU are attached as an annex.

Areas of Collaboration under PA-NAC MOU

 

People’s Association

Proposed collaboration strategies that PA will endeavour to perform:

(i) Leverage its Community Clubs/Centres (CCs) and grassroots network to help raise the level of arts participation and appreciation in the community.

(ii) Jointly facilitate with NAC in the development of Artists-in-residence scheme, i.e. by linking CC-based arts groups and professional artists / arts groups at the CCs.

(iii) Facilitate in the formation of arts interest groups at CCs through partnerships with NAC, schools as well as professional artists / arts groups.

(iv) Organize five CDC District Arts Festivals annually.

(v) Where appropriate, jointly raise funds with NAC for projects under this MOU.

(vi) Collaborate with NAC on audience development initiatives, including Singapore Arts Festival.

 

National Arts Council

Proposed strategies that NAC will endeavour to perform:

(i) Render advice to PA in the benchmarking and development of its CC-based arts groups in the area of artistic excellence.

(ii) Jointly facilitate with PA in the development of the Artists-in-Residence scheme, i.e. between community arts groups and professional artists / arts groups.

(iii)  Facilitate in the formation of arts interest groups at CCs through partnerships with PA, schools as well as professional artists / arts groups

(iv) Provide support in programming and marketing knowledge, share arts management expertise, and make available the relevant NAC assistance schemes for projects under this MOU.

(v) Where appropriate, jointly raise fund with PA for projects under this MOU.
