Convene-In-Singapore Scheme (CiSS)

CiSS A joint initiative by National Arts Council (NAC) and Singapore Exhibition & Convention Bureau (SECB), a division of Singapore Tourism Board, the Convene-in-Singapore Scheme aims to promote Singapore as an ideal destination for regional and international arts events, meetings, conventions and exhibitions.

World Sumit Since its inception in 2001, the scheme has funded and facilitated such bids as the International Trombone Festival, the International Symposium on Electronic Arts, and the World Summit of the International Federation of Arts Councils and Culture Agencies. Several local chapters of international arts associations and organisations have also been formed. Click here for a list of some events that have been supported by the Convene-in-Singapore Scheme.

Arts groups, institutions and associations in Singapore who wish to bid for and host international arts events, meetings, conventions and exhibitions in Singapore are eligible for support under the Convene-in-Singapore Scheme. If you do not already belong to an arts organisation currently, you may wish to form amalgamations/associations with other arts organisations in Singapore to jointly bid for international events.

International arts organisations and associations who wish to establish a presence in Singapore may also seek advice and assistance from NAC and SECB.

Support for a successful bid

SENI 2004 To bid for and host international arts-related events, meetings, conventions and exhibitions in Singapore, local arts groups, institutions and associations are first encouraged to gain international exposure and experience by attending relevant, established arts-related events. You should endeavour to become a member of the international organisation, society or association relevant to their arts activities or business and work towards becoming a member of the board or the executive committee of that organisation. The experience gained in being part of the organisation will be most beneficial should you bid for the event eventually.

NAC and SECB can offer you the following support under the Convene-in-Singapore Scheme:

  1. Subsidy on the membership subscription fee to an approved international association or society for the first year.

  2. Subsidy on the participation fee for approved international conferences or meetings.

  3. Identify suitable international arts events for bidding.

  4. Assist in researching and retrieving information about the arts event, getting in touch with overseas counterparts, and offering innovative and creative ideas on social and arts programmes.

  5. Assistance when preparing the bid proposal for submission. Specially-produced Bid Kits containing a sample proposal, a range of useful informative materials on Singapore's arts and convention facilities, a DVD and other supporting collateral will be provided free-of-charge to potential arts events bidders to help you stage an impressive presentation to the bid committee.

  6. Funding for overseas trips to bid for events.

  7. Coordination of site inspection visits by decision-makers before the bid, if required.

  8. Attendance and support for important bid presentations.

Local arts groups, institutions and associations who wish to take up events-related training may also apply for NAC's Professional Skill Development Fund, which provides up to 80% subsidy on fees for local courses (maximum S$6,000 per application) or up to 50% subsidy on fees for overseas courses (maximum S$2,000 per application).


After a successful bid

NAC and SECB can offer you the following support under the Convene-in-Singapore Scheme:

  1. Global Soul by Theatreworks Seed funding for organising the event, meeting, convention or exhibition in Singapore.

  2. Assist in sourcing for service providers such as conference organising companies and contractors.

  3. Advice on protocol matters.

  4. Assistance in hosting international board members and coordinating site inspection visits.

  5. Local and international marketing and publicity support for the event.

  6. Hosting of official functions.

  7. Assist in inviting a Guest of Honour for the event, if necessary.


Applying for the Convene-in-Singapore Scheme

  1. Applicants must be Singapore-registered organisations, clubs and societies engaged in the propagation and/or promotion of the arts.

  2. Applicants who have received previous grants from NAC will not be eligible for further funding until they have submitted feedback and evaluation reports on the use of previous grants.

  3. In assessing applications for support under the Convene-in-Singapore Scheme, the following factors will be considered on a case-by-case basis:

  1. Significance of the event being held in Singapore.
  2. Profile, quality and size/scale of event.
  3. Total number of expected delegates (including foreign attendees).
  4. Commitment of the local arts group, institution or association to sustaining and advancing the arts in Singapore.
  5. Demonstration of good planning, sound budgeting and effective use of resources in the local arts group, institution or association.
  1. Events that do not have a clearly-defined arts component, including events aimed at promoting religious or social causes, are not eligible for support.

  2. Events which have commenced prior to the application are not eligible for support.

  3. Events already receiving funding from other NAC divisions are not eligible for further funding support.

  4. Student groups formed under the auspices of schools and tertiary institutions are not eligible for support.
