The Major Grant Schemes are administered by the National Arts Council to support the development of registered arts organisations in Singapore through 1 or 2-year grants.
Application to the Major Grant Schemes is highly competitive. From 2009-11, an average of 16 organisations received the 1-year grant and 12 organisations received the 2-year grant. A total of $5.2m was awarded under the Schemes in 2011. For 2012, a similar amount of budget has been committed.
The schemes aim to develop a pool of viable, professional arts organisations that are hallmarks of artistic excellence in and beyond Singapore, and that are also embraced by Singaporeans for their role in expressing Singapore?s cultural identity, values, heritage and aspirations. The arts organisations are to:
- Reflect the diversity and vibrancy of Singapore?s culture and the arts through the work and programmes they create;
- Enrich the lives of audiences and the different segments of Singapore residents (including students, the elderly, families etc.);
- Contribute substantially to the development of artistic practices, professional expertise and young talent; and
- Achieve sound management of resources and better financial sustainability.
The support is intended to help the recipients make progress and develop strengths in all 5 areas below :
- Sustained Artistic Development and Quality Content/Programmes
- Active Engagement of Audiences and the Singapore Public
- Contribution to the Development of the Artform, Peers or Industry
- Sound Management Capabilities and Strong Governance
- Improved Financial Sustainability

* Note: During the on-going Grant Framework Review, we received feedback and suggestions from arts companies on improving our Grant application and assessment process. We have taken up some of the suggestions for the Major Grant Schemes. For example, the application guidelines are revised to state more clearly the objectives and outcomes of the Schemes. We have developed a simpler application form. The assessment process now also includes reports from peer assessors and an optional interview between shortlisted applicants and the assessment panel.
The Seed Grant (Organisational Development) for Traditional Arts Scheme was launched in early 2011 as part of the Traditional Arts Development Plan. The scheme aims to nurture a pool of promising Traditional Arts organisations, which reflect the artistic and cultural expressions of Singapore's major ethnic groups, to champion and promote Traditional Arts and contribute to the ethnic and cultural vibrancy and overall advancement of Singapore's arts scene.
The scheme provides 2-year funding to a selected number of promising Traditional Arts organisations. This is a one-time funding to assist them to move towards a more professional organisational structure. Successful applicants will be supported in the organisation's operations, core business programmes and capability development. They will also work with a consultant who will diagnose the health of the organisation and assist the organisation to address specific needs such as strategic planning, leadership development and marketing & financial development.

This grant supports the presentation and promotion of quality traditional arts activities, which reflect the artistic and cultural expressions of Singapore?s major ethnic groups, and contribute to the overall advancement of the Singapore arts scene.
Applications are open to:
- Singaporeans or Singapore Permanent Residents who are recognised by their peers as practitioners of Traditional Arts.
- Non-profit distributing Traditional Arts organisations registered in Singapore and whose core business is related to Traditional Arts
Note: Informal groups of individual artists may apply for funding but must nominate either an individual or a legally constituted organisation to take legal and financial responsibility for the application and administering the grant should any be awarded.
There is no limit to the number of Presentation & Promotion Grant (Traditional Arts) applications an organisation or individual may submit. However, the total sum of Presentation & Promotion Grants (Traditional Arts) awarded to any one particular organisation or individual will not exceed $60,000 in any one financial year.

This grant supports the publishing of original literary works from Singapore.
Applications are open to:
- Writers who are Singaporeans or Singapore Permanent Residents and arts organisations who wish to publish original literary works and critical writing on the arts;
- Translators (Singaporeans or Singapore Permanent Residents and Foreign) who wish to translate Singaporean-authored literary works and critical writing on the arts targeted for publication and promotion in Singapore and overseas;
- Publishers (Local and Foreign) who wish to publish and/or translate Singaporean-authored literary works and critical writing on the arts for promotion in Singapore and overseas.
The sum total of Publishing and Translation grants awarded to any individual or organisation will not exceed $20,000 per financial year.

These grants support the international engagements and international promotion of Singapore artists and their works.

Applications are open to:
- Individual applicants who are Singaporeans or Singapore Permanent Residents and recognised by their peers as professional practising artists. Priority will be given to full-time practitioners;
- Arts organisations registered in Singapore whose core business is related to the arts.
Note: Arts organisations must be legally constituted for at least one year prior to the application.
Note: Informal groups of individual artists may apply for funding but must nominate either an individual or a legally constituted organisation to take legal and financial responsibility for the application and the grant, if awarded.
The nature and scope of the project as well as the availability of funds will determine the grant quantum. The grant quantum will be based on a reasonable estimate of the budget and subject to the following limits:
- International Travel Grant: Up to $40,000, and no more than 3 grants per financial year
- International Collaboration Grant: Up to $70,000 and no more than 1 grant per financial year
- Market Development Grant: Up to $10,000, and no more than 1 grant per financial year
The sum total of International Development Grants awarded to any recipient will not exceed $100,000 per financial year. Each recipient can receive no more than 5 International Development Grants in one year.

The Cultural Medallion grant was initiated in 2001 in recognition of the contribution of Cultural Medallion recipients to the development of the arts in Singapore. This grant aims to encourage the artist?s continuous artistic pursuit and to increase the profile of the Cultural Medallion recipients and their works both nationally and internationally.
The grant is open to application by Cultural Medallion recipients only, and is awarded once in the artist's lifetime. The grant quantum will not exceed $80,000 for each successful applicant. Collaborative projects involving two or more Cultural Medallion recipients may be awarded up to a maximum of $200,000.
Applications for FY2010 close on 1 February 2011.

This grant supports the professional development of the arts sector by providing assistance to individual artists, arts management and production personnel to pursue short-term training for the upgrading of their professional skills; and arts organisations that engage arts professional or specialised trainers to assist in the professional development of arts practitioners.

This grant supports community arts projects participated by members of the public in the creation process so as to increase arts appreciation and participation.
Applications are open to:
- Artists who are Singaporeans or Singapore Permanent Residents;

This grant supports well-defined research projects on Singapore's arts and artists that will lead to significant advances in creativity, insights, knowledge and understanding of the Singapore arts scene; and are of interest and value both to the research community and to the wider public in Singapore.
This grant supports academic-oriented (e.g. documentation), market-oriented (e.g. surveys), as well as practice-oriented research.
Applications are open to local or foreign:
