Activities Not Funded
The National Arts Council's Grants budget is limited and priority is given to professional arts organisations, full-time practising artists and practitioners. There are many activities, therefore, that are beyond the scope of the Council's funding. Thus, regardless of their merit, NAC will not accept applications for the following:
- Projects that do not have a clearly defined arts component, including projects or events that are primarily aimed at promoting religious or social causes other than the arts
- Projects which have commenced prior to the application
- Projects which do not involve Singaporean artists
- Major capital expenditure including refurbishment of buildings (except for projects under the NAC Arts Housing Scheme); office equipment; musical instruments
- Academic research and conferences & development of teaching and resources specifically for academic courses
- Projects already receiving funding from other NAC departments or schemes (E.g. International Development Grants, Singapore Arts Festival, Arts Education Programmes)
- Costs of organising fundraising events for other charitable organisations
- Small-scale competitions with limited outreach
- Other restrictions specific to each grant scheme may apply
Funding Guidelines
While artistic merit is a key consideration, NAC, as a public agency, will prioritise funding towards companies or projects that do not:
- advocate and lobby for lifestyles seen as objectionable by the general public;
- denigrate or debase persons based on race or religion; and create conflict or misunderstanding in our multi-racial, multi-religious society;
- undermine legitimacy or authority of government/public institutions or threaten national security.
If you not sure as to whether your proposed project is eligible for NAC funding, please speak to one of our Arts cluster managers before applying.
Other Important Information
- The Council's support must be appropriately acknowledged in all publicity and promotional materials. Please approach the Grants department for bromide copies of the NAC logo.
- The Council reserves the right to review, withdraw and suspend the Grant in full or in part if any of the rules and regulations are not compiled with;
- The Council reserves the right not to disclose reasons for approving or disapproving an application;
- All successful applicants must submit a feedback report as well as a statement of accounts to the Council after the completion of their projects. 2-year and Annual Grant recipients are expected to sign funding agreements with the Council and must submit the required performance and financial data on a quarterly, half-yearly and annual basis. For scholarship and bursary recipients, the evaluation report and original transcript or a certified true copy of their results must be submitted;
- The Council also provides other forms of financial assistance to encourage the touring of Singaporean works overseas and the development of special arts education programmes for schools.
- Financial support for film projects and film studies no longer come under the scope of the National Arts Council and is now looked after by the Singapore Film Commission. For more information, please contact:
