National Arts Council (NAC) Busking Scheme

The aims and objectives of the scheme are to:
  • Help enliven the streets of Singapore and to add colour to city life
  • Provide an opportunity for Singaporeans to exhibit their artistic talents in designated public spaces
  • Make the arts more accessible to the public
In order to apply for a Letter of Endorsement, all interested applicants are required to go through an audition held at the National Arts Council (NAC).

Application Procedure

Eligibility
  • All Singaporeans,
  • Permanent Residents, or
  • Employment Pass holders, with approval/endorsement from the Ministry of Manpower to undertake busking activities.
Procedure
  • Complete a busking application form & send it back to NAC.
  • NAC will call to inform you of the date & time for the audition.
  • Pre-registration for the audition is required.
  • Auditions will be held on the following dates from January 2009:-
    • 9 January 2009
    • 6 March 2009
    • 8 May 2009 
    • 3 July 2009
    • 4 September 2009
    • 6 November 2009

What to do:
  • Applicants are required to showcase a snippet of their busking act with all relevant instruments and equipment.
  • The audition panel will be assessing all applicants on the following:
      i. Competency and skill in performance
      ii. Expression and confidence in performance
      iii. Engagement with the audience
      iv. Innovation and originality
  • Please refer to the table below for a guide on what the audition panel will be looking for:

Busking Item What to showcase 
Singing
  • Prepare three songs from different genres and/or tempo
  • Must have live accompaniment, played by the singer or by others (with the exception of a capella groups)
  • Singing with pre-recorded music or mp3s are not allowed

Music Playing
  • Prepare three songs from different genres and/or tempo
  • For instruments that feature pre-recorded accompaniment (e.g. electric keyboards), please prepare one song without the use of the pre-recorded accompaniment.
  • For instruments which require some form of electrical input, please bring the necessary power source that will be used during busking

Mime or other suitable theatrical acts
  • Showcase a three minute highlight of your act
  • Come in full costume and/or make-up
  • For renewals, please bring along pictures of your act on the streets

Dance, Acrobatic Acts, Juggling, etc.
  • Showcase a three minute highlight of your act
  • Come in full costume and/or make-up
  • For renewals, please bring along pictures of your act on the streets

Portrait drawing, caricature drawing, face-painting etc.
  • In five minutes, demonstrate your drawing or painting skills

Please note

  • All applicants are required to audition in person.
  • For group auditions, please ensure that all group members are present during the audition. Members absent during the audition will not be included in the group’s Letter of Endorsement.
  • For safety reasons, there can only be a maximum of ten members per group.
  • The panel’s decision is final.

What to Bring:

  1. Identity card.
  2. Employment pass, if applicable (original documents).
  3. Two recent passport size photographs.
  4. Record of arts activities undertaken in the last three years, if applicable (original documents).

Validity of Endorsement

  • One Year

Please note that all buskers are required to re-audition after their Letter of Endorsement has expired.

General Information on Busking

Buskers are exempted from licensing under the Public Entertainment and Meetings Act under the following conditions:
  • Busking takes place only at designated spaces and a copy of the Letter of Endorsement issued by NAC is prominently displayed.
  • During busking, the person does not –
    1. obstruct, or cause obstruction to, pedestrian or vehicular traffic;
    2. actively solicit any donation;
    3. use any sound amplification device, other than those that are battery operated;
    4. make any vulgar or obscene gestures or remarks
Types of Busking Activities
  • Singing with live music accompaniment (e.g. ethnic, jazz, pop, classical), with the exception of a capella groups who sing without any music accompaniment. (Please note, singing with pre-recorded music or mp3s are not allowed).
  • Playing musical instruments (e.g. ethnic, jazz, pop, classical).
  • Mime or other suitable theatrical acts.
  • Dance (e.g. traditional, jazz, tap, modern).
  • Acrobatic acts, juggling, clowning.
  • Portrait drawing, caricature drawing, face-painting, balloon sculpting.
Busking Locations
  • Designated Outdoor Spaces:
    At selected pedestrian malls, parks, and public spaces. Please refer to the list of designated Locations for Busking and their corresponding maps.

  • Private Outdoor Spaces:
    Prior approval from owners of private properties and NAC must be sought.
Busking Times
  • In general, busking is allowed from 10am to 10.30pm daily.
  • For selected sites, busking hours may vary. Please check under busking locations.

Terms & Conditions for Busking
  1. A Letter of Endorsement obtained from NAC has to be clearly displayed during performances.
  2. Buskers can only perform at the stipulated busking locations and times. Busking at outdoor spaces of private properties is permitted only if prior permission of the property owners and NAC have been sought, unless otherwise stated.
  3. Busking hours are generally from 10am to 10.30pm daily, unless otherwise stated.
  4. Buskers do not have exclusivity over busking sites. Buskers performing along the same location should keep a reasonable distance from each other for safety reasons.
  5. Buskers cannot obstruct, or cause obstruction to pedestrian or vehicular traffic.
  6. Buskers should not sell any items or merchandise, nor can they actively solicit any donation.
  7. Buskers cannot use any sound amplification device, other than those that are battery operated. The sound level generated from busking activities should not exceed 55dBA.
  8. Buskers cannot make any vulgar or obscene gestures or remarks at the public or their fellow buskers.
  9. Buskers should be appropriately dressed while busking.
  10. Buskers shall indemnify the NAC against any claims.
  11. The NAC shall not be liable for comments and opinions expressed by the buskers.
  12. The NAC reserves the right to amend the conditions of the scheme from time to time.
  13. The NAC reserves the right not to disclose reasons for approving or rejecting an application.

The NAC reserves the right to withdraw the Letter of Endorsement should there be a breach of any of the terms and conditions above.

FAQs on Busking

Application Procedure
Q1. I am a visitor who will be in Singapore for a few weeks, can I still audition for busking?
A1. No. Only Singapore Residents, Permanent Residents or foreigners with valid Employment Passes are allowed to audition for busking in Singapore.
 
Q2. Is it okay if my employment pass expires before the Letter of Endorsement?
A2. The Letter of Endorsement is valid only during the period of your employment pass.
 
Q3. I have been busking for many years. Why do I still have to come back for an audition every year? Can NAC just renew my Letter of Endorsement?
A3. Unfortunately, all buskers have to come back to NAC to re-audition after their Letter of Endorsement has expired.
 
Q4. I have a group and we would like to apply for a group Letter of Endorsement, would this be possible? Is there a cap to the number of group members and does every group member need to submit an application form?
A4. Yes, you will be allowed to apply as a group. The maximum number of group members allowed is ten. Only the group leader has to submit a group application form.
 

The Auditions
Q5. How will I be assessed during my audition?
A5. The audition panel will be assessing you in the following categories:
    i. Competency and skill in performance
    ii. Expression and confidence in performance
    iii. Engagement with the audience
    iv. Innovation and originality
Q6. How many music pieces would I need to prepare for the auditions?
A6. Please prepare three songs from different genres and/or different tempo.
 
Q7. Will I need to bring all my apparatus for my visual arts presentation / street theatre performance for the audition?
A7. Yes, the audition panel has to see the exact props and materials that you will use during your act.
 
Q8. I have a group of ten members. However, only one of them cannot make it for the audition. Is that okay?
A8. No, all members have to be present during the audition. Members absent from the audition will not be included in the group’s Letter of Endorsement.
 
Q9. I play the electric keyboard. Why must I prepare a song without the use of the pre-recorded accompaniment?
A9. Pre-recorded accompaniment enhances your playing. The audition panel would like to assess you based on your ability to play without the accompaniment. The panel will then listen to the rest of your repertoire with the accompaniment if you so wish. Competency is one of the first things that the panel will be assessing you on.
 
Q10. Is sending in an audition video allowed?
A10. No, sending in an audition video is not allowed. One of the key features of busking is the busker’s ability to engage with the  audience. The panel will not be able to assess you based on the video alone.
 
Q11. If I’m using an amplifier, would I need to bring it along with me to the auditions?
A11. Yes, please bring the amplifier that you will be using during your busking activity. Kindly ensure that you bring your own power-source (i.e. batteries) with you.
 
Q12. Can I include more than one busking activity in my Letter of Endorsement?
A12. Yes. Please highlight this in your application form, and also to the panel.
 
Q13. When will I know if I passed the audition?
A13. NAC will contact you on the results within a week.
 
Q14. What do I do with my old Letter of Endorsement?
A14. Please return your old Letter of Endorsement to NAC when you collect your new Letter of Endorsement.
 

Information on Busking
Q15. Can I sing with pre-recorded music or mp3s?
A15. No, you cannot sing with pre-recorded music of mp3s. All singing acts have to be accompanied by live music accompaniment provided by the singer or an accompanist, with the exception of a capella groups who sing without any music accompaniment.
 
Q16. Where can I busk?
A16. Please refer to the list of designated locations for busking and their corresponding maps.
 
Q17. Can I busk at the under-passes along Orchard Road?
A17. No, Orchard Road under-passes are not designated busking locations. Our designated locations for busking are outdoor.
 
Q18. Can I busk at private outdoor spaces?
A18. You can busk at private outdoor spaces only if prior approval has been sought by the owners of these private properties and NAC.
 
Q19. Can I busk at a place that is not listed in the list provided by NAC but the owner allows me to?
A19. NAC’s approval has to be sought first before you can busk at that place.
 

Terms & Conditions for Busking
Q20. Do I have to display my Letter of Endorsement at all times?
A20. Yes, you have to display your Letter of Endorsement at all times. Failure to do will result in a warning letter and possible revocation of your Letter of Endorsement.
 
Q21. What do I do if I lose my Letter of Endorsement?
A21. Please alert NAC as soon as possible.
 
Q22. There are buskers who insist that I cannot busk at a certain location because they were there first or they own the busking spot. What do I do?
A22. As stipulated in our terms and conditions, buskers do not have exclusivity over busking sites. Buskers should work out a mutually agreeable schedule if both parties would like to busk at the same location.
 
Q23. It takes time, effort and a lot of materials when I create my works (e.g. sculpting and painting). Can I put a price-tag to my works?
A23. No, you are not allowed to put a price-tag on your works. As stipulated very clearly in our terms and conditions, buskers are not to actively solicit any donation, nor are they are allowed to sell any items or merchandise.
 
Q24. What happens if I break one of the conditions for Busking?
A24. NAC will contact you and explain to you exactly which condition you have breached. This will serve as your first warning. Subsequently, NAC will issue you a warning letter if you continue to breach any of our conditions. NAC will revoke your Letter of Endorsement if complaints are received after the second warning letter is sent. NAC reserves the right to withdraw the Letter of Endorsement should there be a breach of any of the busking conditions.
 
Q25. How many locations can I choose?
A25. A maximum of five locations.
 
Q26. If you take away my Letter of Endorsement, how am I to support my family?
A26. The busking scheme was set up to help enliven the streets of Singapore, to provide an opportunity for Singaporeans to exhibit their artistic talents and to also make the arts more accessible to the public. Busking is not and should not be seen as a source of income.
