The National Arts Council (NAC) was set up as a Statutory Board in September 1991 to spearhead the development of the arts in Singapore. Its mission is to nurture the arts and make it an integral part of people’s lives in Singapore. Anchored on the twin strategies of excellence and engagement in the arts, the Council aims to build a vibrant arts sector by creating a conducive environment where the arts is accessible to all and artistic talents have the necessary resources and capabilities to excel and achieve sustainability in the long term.

We have adopted the following strategies to realise our vision of developing Singapore into a distinctive global city for the arts:
We aim to build up a strong body of creative content, such as scripts, music compositions and art works, which are distinctive to Singapore. Besides stimulating the creation of new works, NAC will also facilitate the aggregation and distribution of the works. To achieve the overall aim of producing and distributing excellent and distinctive Singapore works, NAC will promote excellence and innovation in new works, strengthen and leverage cultural diversity, develop a range of players in the arts ecosystem and support platforms to showcase quality arts.
Through this, we want to ensure that there is sufficient high-quality talent in every part of the ecosystem - creators, distributors and supporting personnel. This is realised through a comprehensive arts development framework with differentiated assistance schemes to ensure that the full potential of artistic talent is realised and professional capabilities upgraded. Specifically, the development framework comprises four key areas:
- Discover talent
- Groom talent
- Enhance professional competencies
- Recognise talent
We will also facilitate Singapore artists’ connection to the international arts scene, helping them to tap more opportunities for artistic and professional development as well as to expand market reach. In addition, blessed with a natural geographical location between the East and the West and a multi-cultural, cosmopolitan society, Singapore can position itself as the world’s gateway to Asian arts and culture.
Given the myriad benefits of arts to the individual, economy and nation, NAC will step up its efforts to enhance the community’s access to and engagement in the arts. In 2008, NAC launched a new Arts for All Community Engagement Plan which comprises two key components:
- ArtReach – Enhance broad-based access to the arts
- ArtLink – Link specific population segments to the arts
There will also be a strong focus on integrating the arts into lives of young people. Involvement in the arts brings many benefits to the young. These range from basic life skills to the overall development of self. As the young today are the artists and audiences of tomorrow, this strategy aims to nurture and sustain children and young people’s interest and engagement in the arts. To build on the achievements of NAC’s Arts Education Programme (NAC-AEP), NAC will focus on three strategies:
- Content – Ensure quality programmes and facilitate customisation
- Coverage – Extend arts education to pre-schools
- Capabilities – Strengthen competencies of artists and schools
To ensure the robust development of the arts scene, NAC will focus on the following areas:
- Strategy – Create practical and visionary plans to drive the growth of the arts
- Statistics – Gather data to facilitate the monitoring of developments
- Skills – Development and management of manpower and skills development
- Infrastructure – Plan key infrastructural elements
The aim of this strategy is to ensure that there are adequate facilities to support the implementation of other arts development strategies. NAC is working with the Ministry of Information, Communications and the Arts to develop a comprehensive RCP lll Cultural Infrastructure Masterplan. The latter guides the longer-term development of all arts and cultural spaces in Singapore. One major initiative is the redevelopment of Victoria Concert Hall and Victoria Theatre in 2010. To better meet the creative space needs of players in the arts ecosystem as well as spark greater artistic and commercial synergies among its tenants, NAC will also be reviewing the Arts Housing Scheme.
